The City reserves the right to extend the contract for additional one (1) year periods. The City reserves the right to negotiate to expand the services to additional paid parking locations and amend this agreement at its discretion. Scope of Services in accordance with ATTACHMENT I, attached hereto Other Details Any requests for clarification or other questions concerning this RFP must be submitted via PlanetBids no later than the date and time specified on the cover page of this RFP. No verbal requests or requests made in any other format will be accepted. Questions must be submitted individually and not in a paragraph format nor combined in a single submission. Significant interpretations or clarifications and responses to questions received by the deadline will be addressed via addenda to this RFP, which will be released and posted on PlanetBids under the “Addenda/Emails” tab. Notes General process questions regarding this RFP may be directed to the following: Stacey Chou/ Senior Buyer Email: [email protected] Special Notices Local Programs & Policies *Local Vendor Preference The City of Irvine has adopted a “Local Vendor Preference” resolution (Resolution 23-76) which extends a preference to responsive Local Vendors, as that term is defined below, in the competitive solicitation process for the procurement of services. For the purposes of this policy, “Local Vendor” shall mean a business entity that meets all of the following criteria: a. The entity’s place of business is a physical location within the City at which the entity has lawfully conducted business for a continuous period of not less than three months prior to the initial solicitation or publication of bids or quotes by the City. A post office box shall not constitute the requisite physical presence. b. The entity also shall possess and must show evidence of a valid Irvine business license. For Requests for Proposals, five points will be added to the proposal evaluation score. The evaluation score from a Local Vendor will reflect the additional five points on top of the possible 100 point proposal evaluation score. Qualifying firms must submit a completed Affidavit of Eligibility in order to receive the preference. The City reserves the right to negotiate with the most qualified / highest-rated firm(s). The City reserves the right to reject any or all proposals, to waive any informality in any proposal, and to select the proposal that best meets the City’s needs. Place eBid
