Scope of Services
The City of Irvine (hereinafter referred to as the “City”) is requesting proposals to establish a contract for State Route 133 (SR-133)/Great Park Blvd New Interchange Project Approval and Environmental Document (PA&ED), with work to commence on or about July 2026 and be completed in July 2028. Scope of Services in accordance with ATTACHMENT I, attached hereto.

MINIMUM QUALIFICATIONS REQUIRED FOR PROPOSAL SUBMITTAL.
Firms who fail to meet the minimum qualifications set forth below should not submit a proposal; any such proposal shall be deemed non-responsive and not be considered.
Complete Section E. Minimum Qualification in the Business Information Form (Attachment III) to demonstrate your firm meets minimum qualifications.
1) Proposed Firm shall have a minimum of five (5) years of experience performing similar services as those detailed in the Scope of Services section of this RFP.
2) The Project Manager shall have a minimum of five (5) years of experience performing similar services as those detailed in the Scope of Services section of this RFP and must possess and provide proof of professional licenses for Registered Professional Engineer issued or recognized in the State of California.
3) Task Lead(s) shall have a minimum of five (5) years of experience performing similar services as those detailed in the Scope of Services section of this RFP and must possess and provide proof professional licenses for Registered Professional Engineer issued or recognized in the State of California.

*Local Vendor Preference
The City of Irvine has adopted a “Local Vendor Preference” resolution (Resolution 23-76) which extends a preference to responsive Local Vendors, as that term is defined below, in the competitive solicitation process for the procurement of services. For the purposes of this policy, “Local Vendor” shall mean a business entity that meets all of the following criteria:
a. The entity’s place of business is a physical location within the City at which the entity has lawfully conducted business for a continuous period of not less than three months prior to the initial solicitation or publication of bids or quotes by the City. A post office box shall not constitute the requisite physical presence.
b. The entity also shall possess and must show evidence of a valid Irvine business license.
For Requests for Proposals, five points will be added to the proposal evaluation score. The evaluation score from a Local Vendor will reflect the additional five points on top of the possible 100 point proposal evaluation score. Qualifying firms must submit a completed Affidavit of Eligibility in order to receive the preference.
