Description
Scope of Services
The work to be performed shall include but not be limited to Construction of a parking lot connector in the currently landscaped area between Parking Lots 6 and 7 in the Great Park. Scope includes clearing and grubbing and demolition of existing concrete curb, gutter, and sidewalk; AC pavement installation with new curb and gutter and curb ramps; landscape and irrigation; closure of an existing Lot 6 entrance; construction of storm drain inlets and lines; installation of site lighting and electrical connections; modification of existing sidewalks; and utility adjustments and relocations.
Other Details
Prevailing wage requirements apply to public works projects with a value exceeding $1,000.00. The definition of “public works” is found at Labor Code Section 1720, et seq.
The CITY is subject to the provisions of law relating to public contracts in the State of California. It is agreed that all provisions of law applicable to public contracts are a part of this Agreement to the same extent as though set forth herein, and will be complied with by CONTRACTOR. CONTRACTOR shall abide by all applicable Sections of the California Labor Codes including Sections 1770 -1781, et seq. In accordance with the provisions of Section 1773 of the California Labor Code, the general prevailing rates of per diem wages and holiday and overtime work in the locality in which the Work is to be performed shall be in accordance with the rates posted on the Department of Industrial Relations website, found at http://www.dir.ca.gov/dirdatabases.html. Bidders with the three lowest responsive bids shall deliver an original hard copy of the certified check, cashier’s check or surety bond to the Purchasing Representative at 1 Civic Center Plaza, Irvine, CA, 92606 within five business days of the bid opening date. Failure to submit the original check or bidder’s bond may result in the bid being declared non-responsive.

Local Programs & Policies
This project is subject to the Community Workforce Agreement (CWA) between the City and the Los Angeles/Orange County Building and Construction Trades Council (Trades Council). The CWA establishes labor relations policies and procedures for the Contractor and subcontractors of all tiers – including a local hire goal, payment of employee fringe benefits through a union trust fund, and registering employees through a union hall. A signed Letter of Assent must be submitted with Bid proposal packet. The City of Irvine will utilize a CWA Administrator who will work with the Contractors and the Trades Council to oversee the provisions of the CWA. A copy of the CWA is included in Appendix A.
Prior to any work being done on the project, Contractors that are not signatory with one of the unions that are signatory to the CWA shall register each of their own workers (Core Employees) with the appropriate union hall and must provide a listing (Core Employees List, see Appendix A) of their Core Employees to the CWA Admin
