The City is a general law city in the State of California. The City’s population is estimated at 166,866 and the City’s current area covers approximately 50 square miles. The City operates under a council-manager form of government with a five-member City Council elected at large. Each council member serves a four-year term. The City Council meets on the first and third Tuesdays of the month at Ontario City Hall, 303 East “B” Street. To serve and promote the welfare of its residents, the City intends to procure the Services as described below. The City is in need of the following services to comply with the US Environmental Protection Agency’s (USEPA’s) Lead and Copper Rule Improvements (LCRI): • Validate the City’s lead service line inventory (LSLI) using approved statistical models. Where necessary, perform field inspections to verify service lines. • Develop educational material for childcare facilities and elementary and secondary schools. • Perform lead sampling at childcare facilities and elementary schools. If requested, perform lead sampling at secondary schools. Other Details No substitutions will be considered unless written request for approval has been received by the City by Monday, March 30, 2026 by 11 A.M. Such requests shall include the name of the material or equipment for proposed substitution including drawings, performance and test data, and other information necessary for an evaluation. A statement setting forth changes in other materials, equipment or other portions of the work including changes in the work prompted by the substitution shall be included. The burden of proof of the merit of the proposed substitution is upon the proposer. The City’s decision of approval or disapproval of a proposed substitution shall be final.
