The Department of Defense includes the Army, Navy, Air Force, Marines, Space Force, and Defense agencies (DLA, DISA, DIA, DSCA, NSA, and others). Combatant Commands (CENTCOM, EUCOM, INDOPACOM, etc.) buy through service procurement organizations. Civilian agencies that support defense (Department of Energy national labs, Department of State diplomatic security) also account for substantial defense-adjacent procurement.

How to break in

For small businesses: start with DoD's Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs — these are designed as entry points. Mentor-Protege relationships with established primes are another path. Subcontracting on DoD programs builds past performance quickly. SAM.gov registration is mandatory; DFARS compliance (especially NIST SP 800-171 cybersecurity, soon CMMC) is increasingly required.

DoD has aggressive small-business goals — 23% government-wide and similar agency-specific targets. SDVOSB (3% government-wide) is heavily emphasized at DoD.
