What is Invitation to Bid (ITB)?
ITBs (Invitations to Bid) are the state and local government analog to federal IFBs. The agency provides detailed specifications and qualified bidders submit sealed price bids. Award goes to the lowest responsive and responsible bidder. ITBs are common for state DOT construction, public works projects, and well-defined commodity purchases by counties, cities, and school districts.
