What is Invitation for Bid (IFB)?

IFBs (Invitations for Bid) are used when the agency can write a detailed, unambiguous specification and award depends primarily on price. Bidders submit sealed price bids and the lowest responsive and responsible bidder wins. There is no scoring of technical approach. Federal IFBs follow FAR Part 14 (Sealed Bidding). Construction is the most common IFB application — drawings and specifications define exactly what is to be built, and qualified bidders compete on price.
