Description
Scope of Services
a. Assist the District in the prioritization and timing of construction projects, including scheduling.
b. Verify and update cost estimates.
c. Assist the District in developing the timing of construction projects.
d. Assist the District in LEED construction practices and certification of construction projects.
e. Assist the District in development and implementation of a project communication plan that includes project participants, District administration, site personnel, students, and faculty, including information to update the facility department website.
f. Assist in managing the District’s formal bid pre-qualification process.
g. Work with District staff in the development and maintenance of reporting systems for the scoping, sequencing, scheduling, budgeting, and communication for all capital construction projects for the District.
h. Advise the District in the selection of the Inspector of Record, Civil Engineer, Geo-Tech Engineers, Architects, and other consultants, and coordinate the work of sub-consultants (DTSC, CEQA, etc.,).
i. Implement the Facilities Master Plans for the District, and help the District in establishing District standards, including, but not limited to, updating cost estimates, providing feedback on appropriate scope, and advising the District on phasing, grouping of projects, and other cost saving methods.
j. Advise on an ongoing basis, the status of submittal and approval of projects by various local and State agencies, including, but not limited to DSA, CGS, CCCCO, etc.
k. Provide design phase services in conjunction with all architectural firms awarded work by the District; assist with bidding, manage the construction contracts and “close-out” the projects.
l. Assist the District in the selection of lawful and appropriate construction delivery methods.
m. Provide progress copies of reports, and other necessary information to the District and other consultants. If the Consultant becomes aware of any defect in the Work, prompt written notice thereof shall be given to the District by the Consultant.
n. Manage swing spaces, including moving services, set-up, deep cleaning, and FFE coordination and implementation, in consultation with District and College staff.
o. Provide and present, as required, information on the status of Projects to District Administration, Community, and any appropriate other Committees.
p. Support the District’s financial compliance controls and reporting standards; implement District accounting guidelines, timelines and operating procedures into internal vendor procedures and workflows. Interface with District staff and financial compliance consultants.
q. Participate in the processing and monitoring of project related transactions within the District’s ERP system, that may include requisitions, contracts, purchase orders, tracking of financial exposure,
change orders, professional service amendments, forecasted costs, cash flow projections and budget reconciliation; review and prepare for processing pay applications, invoices, and other account payable related activities; support the quarterly and fiscal year-end closing activities and reporting.
r. Work cooperatively with District to anticipate and maintain a schedule of upcoming Board information and action items; prepare reports, background materials, and preliminary materials in District-specified format.
s. Comply with State and Federal record retention standards that require electronic records be maintained in an indexed database with the ability to query by District defined coding standards (i.e., project code, record type, and other) and in a format that will be transferred at the time of each project close-out to the District for archiving.
