Jaggaer (formerly SciQuest) is an enterprise procurement platform used by state governments and public higher education systems. Each Jaggaer customer has a public opportunity portal at bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=XXX.

State agencies (Montana eMACS, Oklahoma OpenRange, Utah, Pennsylvania), public university systems (UC, TAMU, UT Austin, FSU, Cleveland Clinic, Mayo Clinic, USPS, others), and major hospital systems.
38+ state government and higher education customers. Notable users include the State of Montana, State of Oklahoma, State of Utah, Pennsylvania Commonwealth, University of California, Texas A&M, and many other public universities and state agencies.
Registration steps
- Visit the Jaggaer public portal for the customer organization you want to bid with.
- Click "Register Now" or "Vendor Registration" on the portal.
- Create an account with email and password, then complete the vendor profile.
- Enter NAICS codes, business categories, certifications, and points of contact.
- Submit bid responses through the same portal when opportunities are posted.
Cost
Free for vendors. Customers pay Jaggaer license fees.
What to expect
Public Event search is somewhat limited — Jaggaer's public portal is functional but less polished than agency-specific procurement systems. Each customer organization's portal is separate. Bid submission is electronic.
Tips
- Jaggaer opportunities are sometimes also posted on the state's main procurement portal — check both.
- The public bid search interface returns broad results; filter by category aggressively.
- Customer organizations vary in how much detail they include in the public-facing portal — some require login to see full RFP documents.
