Construction Management Services for District Department of Transportation Projects (the Project)

The District of Columbia Office of Contracting and Procurement (OCP), for and on behalf of The District of Columbia Department of Transportation (DDOT) (the District), pursuant to the Procurement Practices Reform Act of 2010 (PPRA), and 27 DCMR Chapter 26, is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from architecture and engineering firms (Offeror or Contractor or Consultant) interested in providing Construction Management and Inspection Services (the Project). DDOT fulfills a significant portion of its construction management and inspections requirements utilizing a multiple-award Architect-Engineer Schedule (A/E Schedule). The goal of the A/E Schedule is to fulfill A/E requirements in an efficient manner that affords maximum opportunity and transparency to our industry partners The Consultant shall provide construction management and inspection services to oversee the applicable construction activities to ensure that the quality of materials and workmanship meet or exceed the Districts standards including the latest edition of the DDOT Construction Management Manual. The scope of CMIS includes: compliance with the contract documents, project management, reporting and supervision; inspection and quality assurance services; validating constructability and project readiness; preparation of written procedures; maintenance of job site records; quality assurance surveillance and inspections; capturing progress updates, nonconformities, and corrective actions; reviews of drawings; surveillance of the construction contractors progress, schedule and cost; assist DDOT with construction invoices, claims, change orders, and Value Engineering Change Proposals (VECPs); time impact analysis; public outreach; project closeout; and any other CMIS deemed pertinent to the specific task order project.
