This includes provision of equipment, THRS installation services, THRS maintenance, and fuel supply services necessary for the operation of the buses until a permanent station is commissioned. The THRS is expected to be fully commissioned and available to MBL for fueling 3 buses in late 2025. The fleet may grow to up to six buses before a permanent hydrogen fueling station is installed at MBL. After the permanent station is commissioned, the THRS will be decommissioned by the contractor and removed from the property. MBL is expecting a compact, integrated solution that will meet the fueling performance requirements of an FCEB fleet of six buses while minimizing the amount of fixed permanent infrastructure installed at the site. It is essential for the city to have a reliable fuel source as it transitions to zero-emission technology to ensure the city provides dependable and sustainable public services to the residents of Montebello and neighboring communities The city operates MBL to provide reliable and efficient public transportation services to the residents of Montebello and neighboring communities. As the third-largest municipal bus system in Los Angeles County, MBL proudly serves 1.8 million passengers a year throughout the communities of Alhambra, Bell Gardens, San Gabriel, Boyle Heights, Commerce, Downtown Los Angeles, East Los Angeles, La Mirada, Montebello, Monterey Park, Pico Rivera, Rosemead, South Gate, and Whittier. As of 2025, MBL operates a fleet of sixty-six buses, inclusive of a contingency reserve fleet of seventeen buses. MBL strives to be at the forefront of efforts to reduce transit fleet emissions and plans for a full transition to zero-emission vehicles by 2040. Delivery of the three FCEBs is scheduled for mid-September 2025. MBL is currently conducting planning efforts for constructing a large-scale hydrogen fueling infrastructure to support 66 FCEBs. The city seeks to form a partnership with a vendor committed to delivering exceptional results while adhering to safety and environmental standards. The City reserves the right to delete any item from the contract. In addition, the City reserves the right to reject any or all proposals, to waive information or irregularities to the extent permitted by law in any proposal received, and to be the sole judge of the merits of the respective proposals received.
