Vendor shall ensure a complete Turnkey System that provides advertising sales, billing, accounts receivables, installation and removal services, vandalism repairs, reporting, client information, and agreements to MBL in the authorized inventory; and such that nothing remains to be purchased, provided or supplied by MBL. MBL operates a fleet of sixty-six (66) buses, inclusive of five (5) hybrid / gasoline buses, forty-four (44) CNG buses, and a contingency reserve fleet of seventeen (17) buses (consisting of three (3) electric / battery rebuilds and fourteen (14) hybrid / gasoline buses). The older hybrid / gasoline buses will be phased out of operation in accordance with the MBL fleet replacement program / schedule to comply with the state’s Air Quality Management District requirements. The entire fleet is equipped with wheelchair lifts, kneeling devices, radios, air conditioners, bike racks, security cameras and other standard operating equipment. MBL’s fixed-route service utilizes standard coaches that are forty (40) feet long, with seating capacity for thirty-eight to thirty-nine passengers respectively; standing capacity is twenty respectively, with two wheelchair tie-down positions on each vehicle. Transportation Department desires to enter into an Agreement with a qualified Vendor, giving the Vendor the exclusive right to sell and display advertising on the exterior and interior of MBL buses as well as alternate approaches to using available ad space on MBL fleet of buses and bus stops.
