Anaheim is seeking resources to fulfill its energy goals and allocate Commercial Interest Points (CIP) to selected projects consistent with the California Independent System Operator (CAISO) Interconnection Process Enhancements. Renewable projects must be consistent with the California Renewable Energy Resources Program (Public Resources Code Section 25740 et seq.) and the California Renewables Portfolio Standard Program (Public Utilities Code Section 399.11 et seq.). Anaheim invites proposals for renewable energy resources with commercial operation date (COD) or delivery starting in 2025 and beyond towards the pathway to 100% fossil-fuel free electricity by 2045, to help the Anaheim meet its California Renewable Portfolio Standards (“CA RPS”) as outlined in California Public Utilities Code (PUC) § 399.30 and adopted by Anaheim City Council, the Anaheim RPS Policy – Procurement Plan and Enforcement Program, 2017 Update, 2018 Integrated Resources Plan, and 2023 Integrated Resources Plan. Anaheim is inviting suppliers to submit information for the following project types, as further described in the sections below: 1. Renewable energy generating facilities from a variable resource (i.e., solar, wind or small hydro) 2. Renewable energy generating facilities from a firm resource (i.e., geothermal, landfill gas) 3. Renewable energy generating facilities (either variable or firm) that is paired with a minimum of 4 hours storage capability 4. Standalone energy storage systems with a minimum of 4 hours storage capability Anaheim invites suppliers to submit information for projects in CAISO Queue Cluster 15 with COD no sooner than June 30, 2025, and no later than June 30, 2031. This RFP is intended to solicit projects in CAISO’s Cluster 15 ONLY. Anaheim will utilize the RFP to allocate CIP to selected projects consistent with the CAISO’s tariff. Final contract provisions will be negotiated in accordance with the timeline in the RFP Schedule below. Proposals are due by November 13, 2024, at 17:00 PT. Anaheim intends to negotiate and execute an Exclusivity Agreement with selected respondent(s) by December 9, 2024. By submitting a proposal in response to this RFP, a participant acknowledges that it has read, understands, and agrees to the terms and conditions set forth in these RFP instructions, including all Appendices. Furthermore, Anaheim may, in its sole discretion and without notice, modify, suspend, or terminate this RFP without liability to any organization or individual. This RFP does not constitute an offer to buy or create an obligation for Anaheim to enter into an agreement with any party.
