Date: 7/15/2025 To: Family Centered Services Bidders Notification: Kinship Navigator and Youth Transition Decision Making (YTDMs) meetings will not be included in the upcoming Family Centered Services (FCS) Request for Proposal. The State of Iowa Department of Health and Human Services, in consultation with Sellers Dorsey, has determined that it is in the clients’ and Agency’s best interest to remove the Kinship Navigator program and Youth Transition Decision Making (YTDMs) meetings from the Family Centered Services (FCS) contracts when they are next rebid. It is anticipated that the FCS Request for Proposal will be rebid later this year with public posting in late summer / early fall 2025 with contracts effective 7/1/2026. The Kinship Navigator program will be moved to the Recruitment, Retention, and Training Services (RRTS) contract. This move will allow for further alignment of Kinship Navigator with other HHS Kinship services. YTDMs will be moved to the Aftercare contract to better align with services for transition-aged youth.
